[ODE] Particle simulation in ODE

If you want 1,000, ODE can probably do it reasonably well.

If you want, say, 10,000, or more, then I would suggest getting a PhysX 
plug-in card, and using their SDK. When you are hardware accelerated, 
their fluid model is pretty nifty (based on small spheres sloshing 
around, AFAICT).
