[ODE] Why ParamLoStop2 do not work?

It is designed to work in that way. Look at page 32 (section 7.3.5) of the
"Axis 1 can have joint limits and a motor, axis 2 can only have a motor."
The idea is to have a free rotation of the attached body (normally a wheel).
