[ODE] how to hard-set hinge2 axis1 angle?

my 3-wheel car falls from a big height, when it stops moving on the 
ground, the front wheel (hinge2) keeps on steering left and right, how 
to stop it? when i steer the wheel left or right it turns but still 
keeps steering left and right, it doesn't preserve the angle i set it 
to. how to be?
