If the reaction of applying the force closer to the center is 
what's desirable, then apply the force closer to the center. You 
could, for example, when you detect that you want to apply force 
to the object, just apply force to the center, or apply force to 
some position that's a weighted average of the indicated pos, and 
the center of the object.

That being said, an AMotor joint will attempt to slow (or stop) 
angular motion along specific axes. Also, you can apply angular 
dampening by applying counter-torques proprotional to your 
angular velocities.

Is there a way to set a maximum angular velocity for a body?

Relevance: When applying a 'ForceAt' the farthest point from centre of mass, the
body spins way too fast

Note: Applying a 'ForceAt' closer to the bodies 'centre of mass' results in the
desired reaction (based on the force and the bodies mass)... so reducing the initial
force is not a solution
