[ODE] What Units Returned From GetHinge2Angle functions (rad/sec??)

I assumed the GetHinge2Angle functions returned values in rad/sec.  After 
some quick tests, this doesn't seem to be the case.

Is the value returned from this function dependent on the step value I use?  
If so, I do I convert the value to rad/sec?
