[ODE] christmas present for ODE users.

ODE 0.03 is released, see http://www.q12.org/ode/

i didn't get to do all the stuff i wanted to do for this release,
there's still a bunch of stuff in the TODO list. but i thought it
worthwhile to get a new non-cvs release out there, as too many people
are running into the same old problems with the old 0.025 release.

as usual, report all problems to this mailing list.
